The "Business Regn. No." quoted (penultimate line) appears to be bogus (it doesn't exist).

No name, address or telephone number is given.

Conclusions

The collection was purporting to be for a "charitable purpose" and therefore required authorisation under the House to House Collections Act 1939.

However, the collection :

• appears not to have been licensed by any local council, and
• did not have a national Exemption Order.

So it seems the collection was unauthorised and therefore illegal.
